Margaret Browne, principal of M.V. Browne & Associates, has more than 25 years of experience in policy, management, and financial analysis.
Ms. Browne was appointed by two mayors of the City and County of Denver to serve as the Director of Finance and Management. During her tenure, she demonstrated a particular skill for leading strategic change initiatives, improving service delivery and performance, reducing costs, and resolving a diverse set of management issues. She played a key role in developing a capital funding policy for the City and County of Denver that received an Award for Excellence from the Government Finance Officers Association.
Prior to serving as Director of Finance and Management, she worked in progressively greater positions within Denver government, including serving as Budget Director for seven years. Before joining the City and County of Denver, she worked as a research analyst for the Joint Budget Committee of the Colorado State Legislature.
Ms. Browne has served as a national trainer for the Government Finance Officers Association teaching two courses: “Advanced Governmental Budgeting and Strategic Planning” and “Capital Budgeting and Infrastructure Finance.” She was a member of the Government Finance Officers Association National Budget Committee and was a member of a delegation to the United Kingdom to study performance measurement and management. She is an adjunct professor at the Institute for Public Policy at Denver University.
Ms. Browne holds an M.P.A. from the Graduate School of Public Administration, University of Colorado at Denver, with an emphasis in Urban Affairs. Her B. A. degree was earned from the University of California at Santa Cruz. She received a Gates Fellowship to the Program for Senior Executives in State and Local Government at Harvard University.
